10/6/2015 - Collaborative law enforcement leads to arrests in SEPTA train robbery, assault
Media, Pa – Today District Attorney Jack Whelan and SEPTA Police Chief Thomas Nestel announced the arrest of Jackie Kohlepp, 29 of Philadelphia and Michael Osorio, 31, of Havertown, who are facing several felony charges after they stole the backpack of a sleeping man, assaulted him and pushed him off of the train platform into the tracks. They are both charged with robbery, aggravated assault, and simple assault, all felonies of the first degree along with other charges of theft.
On Oct. 25, 2015, at 12:50 a.m., the SEPTA Transit Police Department received a report of a robbery on the train in the area of the Millbourne elevated train station located at 98 N. Millbourne Avenue. The victim stated that while he was riding on the train he had fallen asleep but was awakened when he felt his backpack being removed. He observed a male and female fleeing the train with his bag and he pursued the two actors out onto the station platform. As the victim caught up to the actors, he began to struggle with the male. The female perpetrator produced a stun gun and shocked the victim three times in the back. Both actors then shoved the victim onto the track area. The victim suffered multiple injuries from the assault and the fall, but was able to pull himself out of the track area before the next train arrived. He then called for help using the emergency call box on the platform.
On Oct. 27, a news segment regarding the robbery, which was captured on video, was aired by various news outlets. Numerous anonymous tips were received by SEPTA Police including information that the actors were known to frequent Haverford Township and the Frankford section of Philadelphia. Other vital information was received from patrol officers with SEPTA Police, Haverford Township Police and Philadelphia Adult Probation and Parole.
Earlier this morning, patrol officers from the Haverford Township Police Department responded to an unrelated incident near the Wawa store located at Darby and Manoa Road. During that investigation, the actors were observed in front of the store and taken into custody.
Jackie Kohlepp and Michael Osorio were remanded to the George W. Hill Correctional Facility after they failed to post $100,000 cash bail.
District Attorney Jack Whelan noted that the arrests were a direct result of interagency cooperation and assistance from the public.
“I would like to commend SEPTA Police for leading this investigation and Haverford Township for their swift apprehension of these two individuals, who clearly had no regard for human life after they robbed, assaulted and pushed the victim onto the train tracks,” said District Attorney Jack Whelan. “As a result of the collaborative effort between SEPTA, Haverford Township Police, Millbourne Borough Police, Philadelphia Police, and Philadelphia Adult Probation, these perpetrators are behind bars and face significant jail time for their ruthless, violent actions.”
