Chester County man arrested for attempting to meet child for sex

Media, Pa – Today District Attorney Jack Whelan announced a Chester County man is facing multiple felony charges for attempting to lure a 15-year-old boy for sex. The arrest comes at the conclusion of an undercover investigation by the Delaware County Criminal Investigation Division (CID) Internet Crimes Against Children Task Force (ICAC) and Aston Township Police Department.
Rizwan Ahmed Alloo, 42, of 16 Baldwin Circle in Glenmoore, Chester County, faces a dozen charges including attempted statutory sexual assault and solicitation, for attempting to lure a 15-year-old boy over the internet into a sexual encounter.
On Friday, March 27, while acting in undercover capacity and posing as a 15-year-old boy named Nick, Det. Sgt. Gary Smith, of the Aston Police Department, responded to an internet ad titled, “Chester Springs, looking for a young bottom” posted by Rizwan Ahmed Alloo. Over the next month, Det. Sgt. Smith engaged in numerous conversations with “Nick” who he thought was a 15-year-old boy that developed into a sexual nature, through email and text messages. Alloo described specific sexual acts he wanted to perform on “Nick” and sex acts he wanted “Nick” to perform on him. During the conversations, Alloo sent nude pictures and sexual videos to “Nick.” On April 9, he told “Nick” through email that he liked having sex with boys and said “I hope you will send me some pics soon” and that he would love to see pictures of the boy’s genitals.
On Mon. April 27, Alloo told “Nick” who he believed was a 15-year-old boy, that he wanted to “make out with him” and described specific sex acts he wanted to do. Alloo then told “Nick” that he wanted to take him to a hotel room. He worked out arrangements for them to meet the following Thursday, May 6, in Aston, Delaware County.
On that Thursday, May 6, “Nick” received a text message from Alloo to meet him at around 4:00 p.m. At approximately 2:55 p.m., surveillance captured Alloo when he departed from the 7200 Block of Hamilton Blvd., in Allentown. From there he traveled into Delaware County, PA. At approximately 4:10 p.m. he sent a text that he was going to pick-up “Nick” up some food from McDonalds.
At approximately 4:40 p.m., Alloo arrived in Aston at the location where he arranged to meet “Nick” at which time he was taken into custody by authorities.
Rizwan Ahmed Alloo was arraigned the evening of Wed., May 6, by Magisterial District Judge Diane Holefelder who set bail at $500,000 cash with conditions of no contact with minors including his own three children, psychosexual evaluation, surrender of his passport and no internet. The preliminary hearing is scheduled for 1:00 p.m. on May 20, 2015.
“I would like to commend Det. Sgt. Gary Smith of Aston Police who handled the initial stages of the investigation, as well as Det. Ken Bellis for their swift action to apprehension this dangerous child predator,” said District Attorney Jack Whelan. “While the internet is a valuable learning tool for our children, it also provides a doorway for sexual predators to attempt to lure and harm children. It is imperative that as parents we continue to monitor the online and cell phone activity of our children to protect them from predators that are out there looking for victims.”
