DA withdraws murder charges
Delaware County District Attorney Jack Whelan announced the withdraw of murder charges against Tahmir Craig in the fatal shooting of Devon Williams based on FBI video analysis results. Following an exhaustive and thorough investigation into facts and circumstances surrounding the murder of Devon Williams including the video analysis, authorities have confirmed that Craig is not the shooter and requested his immediate removal from prison.
On May 28, 2012 at approximately 1:00 pm, Chester Police were dispatched to the 2100 block of Edgmont Avenue for a reported shooting of a man, who was later identified as Devon Williams. Police obtained surveillance video that showed that the shooter chased the victim on Edgmont Avenue near 21st Street before Williams was shot to death. Within hours of the shooting, detectives received information that the suspect’s name was “Tahmir.”
As a result of probable cause based on witness testimony and the positive identification of Craig in a photographic array by several witnesses, he was arrested for the murder of Devon Williams on June 4, 2012 and remanded to Delaware County Prison without bail.
As part of the ongoing investigation by the Criminal Investigations Division (CID) and Chester Police, investigators sent still images of the shooter to Delaware State Police, the United States Marshalls, and the Pennsylvania Criminal Intelligence Center (PACIC). Results were inconclusive. The District Attorney’s Office, on its own initiative, requested assistance from the FBI for facial recognition, forensic video analysis, and enhancement of video images. Based on the results of the analysis, authorities confirmed that Craig was not the shooter in the video. As a result of this information, the Office of the District Attorney has withdrawn charges against Tahmir Craig for the shooting death of Devon Williams.
“As prosecutors in the administration of justice, we have an absolute duty to exhaust all resources in our efforts to pursue the truth,” said District Attorney Jack Whelan. “After thorough investigation and assistance from the FBI, we were able to confirm that Tahmir Craig is not the shooter and immediately released him from prison.”
