On February 17, 2012, District Attorney John J. Whelan appointed Detective
Lieutenant Joseph Ryan Chief of the Delaware County Criminal Investigation
Division. In a ceremony attended by Chief Ryan’s family, friends and
colleagues as well as County Council and dignitaries, the Honorable
Kevin F. Kelly administered the oath of office to Chief Ryan.
Chief Joseph Ryan began is law enforcement career in 1978
as a patrolman with the Lower Merion Township Police Department
in Montgomery County. After a few years, Chief Ryan was assigned
as a Platoon Investigator responsible for the initial response to all
crime scenes developing during his platoon. In 1985, Chief Ryan was
promoted to Patrol Sergeant in Lower Merion. While working for the
Lower Merion Police Department, Chief Ryan attended the Wharton
School of the University of Pennsylvania graduating Summa Cum Laude
and he graduated in 1987.
In September, 1988, Chief Ryan was hired as a Detective
with the Criminal Investigation Division of the Delaware County
District Attorney’s Office. Chief Ryan has served with the Homicide Unit,
the Child Abuse Unit and the Special Prosecution Unit. In 1991,
Chief Ryan was assigned to the newly created Economic Crime Unit.
In 2003, while serving under District Attorney G. Michael Green and
Captain John McKenna, Chief Ryan was instrumental in developing a co-op
program with Villanova University utilizing juniors and seniors in finance
and accounting to perform forensic accounting for cases under investigation.
In October, 2008, Chief Ryan was promoted to Lieutenant of the
Economic Crime Unit which grew to include the Insurance Fraud Division
and Gaming Unit and is staffed by a sergeant, six detectives, two college
co-op students and a support staff member. Chief Ryan is a crisis negotiator
with the Eastern Delaware County Emergency Response Team. He is also an
instructor in both MPOTEC Act 120 and Act 180 training. He is also an
educator at Widener University and Temple University. Chief Ryan is a
member of the Board of the County Detectives Association of Pennsylvania
and the Senior Victim Services of Delaware County.
District Attorney Jack Whelan congratulates Chief Ryan in this new role
and believes Chief Ryan will continue demonstrating a high level of
service to the County in his new role.
