Procedure for Explosive Ordanance Disposal Unit (BOMB SQUAD)

MISSION STATEMENT


To provide a front line response to incidents in Delaware and Chester Counties involving or suspected of involving bombs, explosives and or other shock sensitive materials in a manner consistent with current accepted practices.

DUTIES AND RESPONSIBILITIES

  • Render safe and or remove suspected improvised explosive devices, incendiary devices, explosive chemicals and pyrotechnics
  • Provide for proper and safe transportation, disposal and or storage of explosives and other items
  • Conduct post blast crime scene investigation
  • Collect and preserve evidence
  • Prepare and provide court room testimony
  • Store, maintain and inventory bomb squad equipment
  • Provide technical support for special operations
  • Provide dignitary protection
  • Prepare and participate in explosive related training programs
  • Maintain and be familiar with a technical library of bomb data center publications and other explosive related materials
  • Maintain professional liaison with other state and local bomb squads, military explosive disposal units, federal agencies and professional associations
  • Compile and report technical data on explosive devices and incidents
  • Report found or recovered military ordnance to military EOD units
  • Fireworks disposal
  • Marijuana fields (explosives & booby traps)
  • Drug labs (explosives)

BOMB SQUAD OPERATIONAL PRIORITIES


  • Public safety

  • Safety of the officers on the scene (including the bomb technician)
  • Protection and preservation of public and private property
  • Collection and preservation of evidence
  • Convenience to the public/restoration of services preserving evidence or property

MEMBERS AND TRAINING

The Bomb Disposal Unit of the Criminal Investigations Division of the District Attorney's Office currently consists of one Detective Sergeant and three Detectives. All four members have received training at the Hazardous Devices School, Redstone Arsenal, Huntsville, Alabama.
